Abstract

In the Dutch Republic, charitable collections, which formed the financial backbone of many poor relief institutions, were regularly organised by both religious and secular authorities. This book examines both the policies of church boards and town councils in organising these charitable appeals, as well as the general population's giving behaviour. Using archival sources from the towns of Delft, Utrecht, Zwolle, and 's-Hertogenbosch, Daniëlle Teeuwen shows how these authorities deployed organisational and rhetorical tactics-including creating awareness, establishing trust, and exerting pressure-to successfully promote fundraising campaigns. Not only did many relief institutions manage to collect large annual sums, but contributions came from across the socioeconomic spectrum.

Abstract

Qui prend soin des plus vulnérables ? Sur quelles épaules repose le plus massivement la part altruiste de nos sociétés ? Les femmes ont toujours été au cœur des traditions de secours aux pauvres, d’accueil des immigrants et des réfugiés, d’aide aux mères et aux enfants. Ces rôles de solidarité, parce qu’associés au foyer et à la religion, leur ont permis d’agir dans une sphère publique qui leur était par ailleurs largement interdite. Dans la première moitié du XXe siècle, l’activité philanthropique organisée a été un moteur essentiel de l’accession des femmes aux pleins droits politiques. Ce livre s’attache à faire l’histoire de trois grandes associations au Québec : la Fédération nationale Saint-Jean-Baptiste, la Young Women’s Christian Association (YWCA) et le National Council of Jewish Women. Yolande Cohen montre que les femmes qui s’y sont engagées ont apporté une contribution majeure et encore largement ignorée à l’élaboration des politiques sociales canadiennes et québécoises.

Abstract

The existing welfare regime literature identifies differences in welfare state systems. Sarah Förster asks, if we can learn something on the organizational level about the embedding of philanthropic foundations in the field of social welfare in different welfare state systems. This investigation is based on comparative insights from the three country cases of Germany, Sweden and the UK (England). Guided by propositions from theoretical analysis of welfare regime literature, comparative explorative case studies based on interview data and secondary sources give insights into the field and the embedding of philanthropic social welfare foundations in the three different welfare state systems. Each type of foundation has different levels of independence from external constraints and is embedded to different degrees according to the propositions from welfare regime theory. These differences hold further implications for the investigation of foundations as a special organizational form. Abstract

In 1830, the dominant social outlook of the early Victorians was a paternalism that looked to property, the Church, and local Justices of the Peace to govern society and deal with its ills. By 1860, however, the dominant social outlook had become a vision of a laissez faire society that relied on economic laws, self-reliance, and the vigorous philanthropy of voluntary societies. This book describes and analyzes these changes, which arose from the rapid growth of industry, towns, population, and the middle and working classes. Paternalism did not entirely fade away, however, just as a laissez faire vision had long antedated 1830. Both were part of a social conscience also defined by a revived philanthropy, a new humanitarianism, and a grudging acceptance of an expanded government, all of which reflected a strong revival of religion as well as the growth of rationalism. The new dominance of a laissez faire vision was dramatically evident in the triumph of political economy. By 1860, only a few doubted the eternal verities of the economists’ voluminous writings. Few also doubted the verities of those who preached self-reliance, who supported the New Poor Law’s severity to persons who were not self-reliant, and who inspired education measures to promote that indispensable virtue. If economic laws and self-reliance failed to prevent distress, the philanthropists and voluntary societies would step in. Such a vision proved far more buoyant and effective than a paternalism whose narrow and rural Anglican base made it unable to cope with the downside of an industrial-urban Britain. But the vision of a laissez faire society was not without its flaws. Its harmonious economic laws and its hope in self-reliance did not prevent gross exploitation and acute distress, and however beneficent were its philanthropists, they fell far short of mitigating these evils. This vision also found a rival in an expanded government. Two powerful ideas—the idea of a paternal government and the idea of a utilitarian state—helped create the expansion of government services. A reluctant belief in governmental power thus joined the many other ideas that defined the Victorian’s social conscience.
